10. Clyst Honiton (made)

Adoption

On 13 March 2025, East Devon District Council decided to ‘make’ (adopt) the Clyst Honiton Neighbourhood Plan.  This means that it now forms part of the Development Plan for East Devon alongside any other made neighbourhood plans, the adopted East Devon Local Plan 2013-2031, and the Devon Minerals and Waste Plan.

This was following the successful referendum on 23 January 2025, where 84% of residents who voted were in favour of the Plan.

The Clyst Honiton Neighbourhood Plan as 'made' is available to view.  Appendices (other than the Design Code which is within the main Plan document itself), and other supporting documents, are available further below under the 'Submission' heading, as well as on the Clyst Honiton Parish Council website.

Our Decision Statement and Compliance Statement confirms the Plan as made and legally compliant.

The Plan will be used to help make decisions on planning applications and guide future development in the Clyst Honiton Neighbourhood Area (the majority of the parish of Clyst Honiton, excluding strategic development sites in the north and east).

Referendum

A local referendum was held on 23 January 2025 on the Clyst Honiton Neighbourhood Plan. The referendum asked residents in the Clyst Honiton Neighbourhood Area (the majority of the parish of Clyst Honiton excluding strategic development areas), the following question:

"Do you want East Devon District Council to use the Neighbourhood Plan for Clyst Honiton to help it decide planning applications in the neighbourhood area?"

The results, confirmed in the published Declaration, are as follows:

Number votes cast in favour of a 'YES': 71 (84%)
Number votes cast in favour of a 'NO': 14 (16%)
Turnout: 30%

Examination

The Clyst Honiton Neighbourhood Plan examination has been completed.  The appointed examiner was Ann Skippers.  The conclusions of the examination were that, subject to a recommended amendments, the Plan meets the necessary legal requirements, and can proceed to referendum.

The Examiner's Final Report is now available to view.

The examination reviewed the contents of the Plan, supporting documentation, and the responses to the recent Submission Consultation.  During the examination, the Examiner issued a set of clarifications questions for response by both the District and Parish Councils.  The responses are now available to view.

East Devon District Council formally considered the recommendations from the independent examination at its Cabinet meeting on 30 October 2024.  It was agreed that the Plan, with the Examiner's recommended amendments, meets the necessary 'basic conditions' and can go forward to local vote in a referendum.  This is confirmed by this formal Decision Notice.

Submission Consultation (Regulation 16)

Clyst Honiton Parish Council prepared and submitted the Clyst Honiton Neighbourhood Development Plan to East Devon District Council in January/February 2024. 

We undertook a Legal Compliance Assessment of the submission which assessed the Plan as able to proceed to the next stage of formal consultation (known as Regulation 16). 

The consultation ran just over 6 weeks, from 28th February to 12th April 2024.  The formal Notice of the consultation confirms the details.

Pre-Submission Consultation (Regulation 14)

Clyst Honiton Parish Council consulted on the Pre-Submission Version of their Neighbourhood Plan and Neighbourhood Development Order during June to August 2023. 

The Plan was considered in the light of the consultation responses and a Submission Version agreed by the Parish Council.

Neighbourhood Area Designation

Clyst Honiton Parish Council originally requested the whole of their parish be designated a neighbourhood area.  A revised area was approved by Cabinet on 2 April 2014. Reasons for the amended boundary and an amended plan are available to view and download here.
