28. Can I challenge or appeal East Devon District Council’s classification of my home as a second home?
If you believe that East Devon District Council have incorrectly identified your property as a second home, you must tell us why. You will need to provide information and evidence, depending upon the reason you feel we have incorrectly identified the property. We will then provide a reply detailing our decision. If you are not happy with this initial determination you must come back to us, giving specific details as to why you think the incorrect decision has been made.
Once we have given you our decision, if you are still unhappy, you then have a right of appeal to the Valuation Tribunal Service (VTS).
The VTS does not have the right to review the decision of the council to charge this premium. Legislation allows the premium to be adopted by any local authority and for East Devon the decision has been made and the premium will apply from 1 April 2025.
