7. How does CIL and other contributions fund Habitat Mitigation?
The Community Infrastructure Levy (CIL) helps fund the essential infrastructure needed to support new development.
A proportion of CIL income supports habitat related infrastructure projects.
However, many required mitigation measures are non-infrastructure (e.g. on-site staff, monitoring, visitor management) and cannot be funded by CIL.
Developers therefore must pay habitat contributions through:
- a S106 UU, or
- a S111 form with upfront payment
Together, these secure full mitigation and ensure development can proceed lawfully.
