At the Budget on 26 November 2025, the Chancellor announced the introduction of new lower retail, hospitality and leisure (RHL) rating multipliers from 1 April 2026. The RHL multipliers apply only to occupied property that is wholly or mainly used for qualifying RHL purposes and is accessible to visiting members of the public.
