1. East Devon Winter Parking Offer – 2025/2026
New simplified winter parking charges will come into place in November after a review of the current winter offer for East Devon District Council (EDDC) car parks. Car park signage, RingGo and car park pay machines will be updated from Saturday 1 November 2025, with the new charges in effect until Tuesday 31 March 2026.
You will be able to park for less than £2 at most of EDDC's car parks for up to two hours and the new charges will increase the availability of spaces in our busiest locations. Free parking will also continue to be offered on Sundays in Axminster, Honiton, and Ottery St Mary.

Why has the winter parking offer changed this year?
Following feedback from residents on previous winter offers, and discussions with councillors, the winter parking offer has been simplified for 2025/26.
Unlike the cost of maintaining the council’s car parks and providing other services, the winter offer had not increased for nine years. The updated offer continues to provide value for money, and in some car parks, shorter stays of up to two hours (or at some locations up to three hours), it will be cheaper than the previous £2 offer.
East Devon District Council’s winter parking offer proves popular each year meaning that some of the car parks can be very busy. The council hopes that this year’s changes mean that it will be easier for residents to get a parking space, at the most popular locations.
How has the offer changed this year?
This year’s new simplified winter offer mean that it’ll cost half the summer charge to park. If you park for up to two hours (or at some locations up to three hours), you will pay less than the £2 offer of previous years.
How does the offer affect people with an East Devon District Council car park permit?
An East Devon District Council car park permit can still work out cheaper than the winter parking offer. If you were to use your permit every day in a single town, it would cost you approximately 36p per day to park.
Why isn’t the offer all year-round?
The winter parking offer was introduced to encourage residents and visitors to visit their local towns during the ‘off-peak’ season when there are less tourists. The reduced car park charges are expected to boost trade throughout the season, in the run up to Christmas, and especially during the typically quieter months of January and February.
Why isn’t the offer limited to certain times of the day?
If the winter offer was restricted to certain times of the day, it would potentially lead to lots of parking demand during that period, rather than spreading that demand out throughout the day.
