The Prevention of Crime and Disorder
1. Training
All staff engaged in licensable activity at the trailer will receive training at the beginning of their shift in relation to the following:
- The Challenge 25 scheme in operation at the premises, including the forms of identification that are acceptable.
- The hours and activities permitted by the premises licence issued under the Licensing Act 2003 and conditions attached to the licence.
- How to complete and maintain the refusal register in operation at the trailer.
- Recognising the signs of drunkenness.
- The operating procedures for refusing service to any person who is drunk, under-age or appears to be under-age, or appears to be making a proxy purchase.
- Action to be taken in the event of an emergency, including reporting an incident to the emergency services.
2. Incident Log
An incident log shall be kept and maintained at the trailer which will include:
- Any incidents of disorder or of a violent or anti-social nature.
- Any complaints received.
- Any visits by a responsible authority or emergency service.
Records must be completed within 24 hours of any incident and will include the time and date, nature of the incident, people involved, action taken, and details of the person responsible for management at the time.
Alcohol Consumption
No alcohol will be served past the terminal hour of the bar close time.
Management Controls
A personal licence holder shall be available to contact at all times when the premises are authorised to sell alcohol. All alcohol on display will be visible to cashier staff at all times.
Nature of Alcohol Sales
- No super-strength beer, lager, cider or spirit mixtures of 5.5% ABV or above shall be sold, except premium beer and cider in plastic cups.
- No self-service of alcohol or spirits.
- No single cans or bottles of beer, cider or spirit mixtures.
- No miniature bottles of spirits (20cl or less).
- Alcohol sales shall only take place from a mobile dispense bar.
Public Safety
All drinks shall be served in biodegradable plastic containers. Litter will be collected regularly to prevent build-up in and around the area.
The Prevention of Public Nuisance
- No external speakers for amplified music.
- Noise-minimising equipment and regular maintenance of machinery.
- Generators positioned away from residential areas.
- No handling of kegs, bottles or waste before 10am or after 7pm.
- No deliveries between 12pm and 7pm.

Waste and litter will be managed during operation and removed when the trailer is closed, including a 50-metre litter sweep at terminal hour.
The Protection of Children from Harm
All staff will be trained in alcohol sales law and a written Challenge 25 age-verification policy will apply. Acceptable ID:

Clear Challenge 25 Policy will be in place and implemented where ever alcohol sales are being made. The only acceptable forms of ID will be photo driving licence, passport or PASS accredited ID.
All drinks sold will be in plastic/polycarbonate containers only.
There will be a clearly defined last orders and alcohol stop-time.
All staff serving alcohol will be trained in responsible alcohol retailing.
There will be SIA licensed security officer located at the entry points to the event.
Security staff will regularly patrol the premises both indoors and outdoors to supervise the orderly conduct of patrons.
Controlled entry points with search policy for bags and prohibited items.
An incident log will be retained for any incidents, rejections or evictions.

Safe capacity limits established and monitored during events. The event will have a capacity limit of 999, including performers volunteers and bar staff.

On-site first aid/medical provision will be in-place, including a specialist event qualified medical person.
Fire extinguishers will be located at appropriate locations and additional fire blanket will be located within the food sales area.
A person will be present throughout.
Wristbands will be issued as guests arrive so that they can write down their phone number on a child's band.
Staff will be fully briefed on licensing requirements and event safety procedures.
Sound levels monitored to avoid disturbance to local residents.
Direction of speakers away from residential areas.
Agreed finish time will be adhered to.
Regular perimeter noise monitoring.
A controlled dispersal plan to reduce late-night disturbance. Traffic will be directed away from the village.
Encouraging patrons to leave the premises quietly through signage and steward guidance.

We are installing CCTV on the premises and will display preventative signage regarding our anti-drugs policy. Our staff are also trained not to serve anyone who seems intoxicated.

We have dedicated parking for customers and are providing bicycle racks; it is also on a bus route. The area is well away from local housing and the opening times will often be outside of the closing of adjacent local businesses (post 5pm). We will have CCTV installed.

CCTV
The premises shall install, operate and maintain a comprehensive digital colour CCTV system covering all public areas including entry and exit points. Recordings shall be retained for a minimum of 28 days and made available to authorised officers on request.

Renovation works will ensure full CCTV coverage, motion sensor lighting to side alleyways, full fire risk assessments, emergency lighting, certified electrics, marked fire exits, regulated fire doors, disabled access ramp, public liability insurance and a registered first aider on site.

Clear and legible notices shall be displayed at exits requesting patrons to leave quietly. Noise levels will be monitored and controlled, and patrons causing disturbance will be required to leave. Glass and bottle collection will occur regularly.

The prevention of crime and disorder
In order to reduce the risk of crime and disorder, we will have security on site during the festival hours. Staff working on the bar will also refuse to serve anyone they or a senior member of staff has identified as unable to continue to consume alcohol. Attendees will be unable to bring alcohol onto site or any items deemed dangerous or classed as illegal, any attendees found with dangerous items will be vacated from the premises, if any attendees found with illegal items/substances, staff are to inform authorities.
Public safety
To ensure public safety whilst on site, we have a full event safety plan, where the health and safety, fire safety, evacuation procedure and adverse weather conditions are addressed. We will be ensuring adequate staffing levels to ensure that any incident can be dealt with efficiently and safely.
The prevention of public nuisance
We will have fencing around the festival field to prevent any attempts from attendees to try and access out or into site from the main road. We will control our alcohol sale to prevent over consumption. We will be advertising the festival as a family festival, to encourage a demographic of attendees that will be unlikely to cause public nuisance.
The protection of children from harm
We will have a dedicated lost child area on the field as well as a lost child procedure documented in our event management plan. Staff will be fully briefed on this procedure.

This is a minor variation to make an alteration to the licensed plan no other changes to the licence or conditions.
CONDITIONS OFFERED BY APPLICANT
1.Alcohol must only be consumed on the premises within the coffee shop located within the areas that are outlined in blue on the plans submitted to and approved by the Licensing Authority and can only be served to customers with substantial hot and cold meals. Other beverages must be widely available. Consumption of alcohol is only permitted in these areas between 9.00 am and 8.30 pm.
2.All bottles and glasses must be removed from public areas on a regular basis.
3.All the tills in use on the premises must be programmed to flag up all products that are available for sale in the premises which are age restricted.
4.CCTV must be installed, operated and maintained to the satisfaction of the chief of police.
5.The CCTV system must be operational at all times whilst the premises are trading. If the system is faulty or not working the Police and the East Devon Licensing Service must be informed immediately and immediate steps taken to put the equipment back into action. Details of the malfunction must be recorded in the premises incident book.
6.CCTV images must be retained for a minimum of 31 days and made available to the police on request at any reasonable time.
7.A4 sized warning notices must be displayed in public areas of the premises and at all entrances advising that CCTV is in operation. The signs located at entrances should be located on the exterior of the building at, and adjacent to, all public access doors. All signs must comply with the requirements of the current Data Protection legislation.
8.An incident book must be maintained within which full details of all occurrences of disorder and refused alcohol sales at the premises must be recorded. The incident book must be kept on the premises at all times and must be made available for inspection by officers of both the Licensing Authority and the police.
9.All safety certificates and inspection reports must be kept on site and made available for inspection by the relevant enforcement officers.
10.The licence holder or persons authorised by them must check the premises daily prior to its opening to the public in order to ensure there are no risks to customers and that all safety precautions are in place.
11.Safety inspections on fire escape routes and doors must carried out daily and must be part of all managers’ daily routine.
12.Access for emergency vehicles must not be restricted.
13.There must be arrangements in place to ensure safe evacuation of disabled people from internal areas.
14.There must be an adequate number of fire marshals in the store whilst it is open for business and they must have specific evacuation training.
15.There must be an adequate number of staff trained as first aiders available in the store whilst it is open for business.
16.An adequate and appropriate supply of First Aid equipment and materials must be available on the premises.
17.All refuse generated by the store must have designated areas for storing before removal from the site and removal must be done regularly by a licensed refuge handler.
18.Delivery of goods to the licensed premises must only be undertaken between 8.00 am and 5.00 pm.
19.The premises must operate a challenge 25 proof of age policy. Any person who is or appears to be under 25 must be asked to provide photographic identification before they are permitted to purchase or consume alcohol.
20.The only forms of identification accepted must be a valid UK photo driving licence, passport or recognised PASS scheme ID.
21.No gambling machines may be installed in the premises.
