Apply for a Warm Homes: Local Grant to improve your home in East Devon

Information and terms and conditions on the Warm Homes: Local Grant for energy efficiency and ventilation measures can be seen at: Warm Homes: Local Grant DCC - Energy Saving Devon. Energy Saving Devon is delivering the grant on behalf of the Council.
To be eligible for the scheme your home must an Energy Performance Certificate of a D, E, F or G Find an energy certificate - GOV.UK and be on certain benefits or have a total household income of less than £36 000.00 before tax. Proof of eligibility will be required for the application.
How to apply
If you live in East Devon district you can apply by completing the form in full at this link: Apply for Warm Homes: Local Grant. Please note that applications will be considered on a first come, first served basis, so do not delay in completing the form.
The application will remain open only until all places available on the scheme for these districts have been filled. Unfortunately, we expect the scheme to be oversubscribed, so not all eligible households who apply will be able to receive measures.
What is the scheme?
The Warm Homes: Local Grant scheme follows the British Standard process for designing and installing energy efficiency measures for existing buildings (PAS 2035 / 2030: 2023). Multiple visits by the project team to your home will ensure that measures are properly designed and suitable for your home. The measures can include Solar PV, air source heat pumps and insulation.
PAS 2035/ 2023:2023 requires mandatory ventilation upgrades in any property where insulation, double glazing or new doors are being installed or where there is damp and mould present.
This scheme is open to landlords who will need to make a 50% contribution and if their homes and tenants meet the eligibility criteria.
What happens next?
Applications will be reviewed by the Energy Saving Devon team on a first come, first served basis. To ensure that those selected are suitable for the scheme, Energy Saving Devon will have a follow-up call with you to get more detail about your home and household.
If your application is selected to progress to the next stage, you will need to provide proof of your eligibility including home ownership, proof of residence and proof of household income.
East Devon District Council’s role in the Warm Homes Local Grant scheme is to only undertake the eligibility checks on the applicant. See our Privacy Notice which explains the personal data we will use and hold for your eligibility checks and how long we will keep this information.
The Council is not responsible for any contract with the installers or any ongoing servicing, repair, maintenance or removal of any energy efficiency measure.
After the approval of the works by Energy Saving Devon there may be multiple site visits to your home to undertake surveys which they will arrange. Energy Saving Devon will also discuss the best option for you and your home which will include insulation, ventilation and an energy efficient heat source.
Works already completed will not be covered by the scheme.
Do not delay!
If you live in the East Devon district and eligible for the scheme you should complete the application form as soon as you can. Once we all the allocated places on the scheme the application form will close. We do not expect there will be another opportunity to apply until after March 2027.

The council relies on your consent to access your records for the purposes of confirming your eligibility for grants; loans and schemes administered by the council and Private Sector Housing. All the information you give us is confidential however some of this information may be shared with other departments such as the Benefits and Financial Resilience Teams to help process your application. We may access your Department for Works and Pensions records to check scheme eligibility.
We will share the outcome of your eligibility with Devon County Council.
The council will collect the personal data with your consent to assess your application and provide this service to you as part of our regulatory duties under Part I of the Housing Grants, Construction and Regeneration Act 1996 and the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002.
As a council we are committed to understanding and addressing underlying causes of financial hardship and poverty. To achieve this, we work with other internal departments and external partner agencies when required such as, Citizens Advice East Devon, ECOE Advice, Devon County Council, South West Water and Devon and Somerset Fire Rescue. Your data will not be shared with anyone unless appropriate to your specific situation and you give us your consent.
You may withdraw your consent at any time by contacting the council, however, please be aware that if you do withdraw your consent, you may no longer be entitled to works under this scheme or any other discretionary funds.
We will only hold your information for as long as necessary for these purposes. This will be up to 6 years.

Please note:
East Devon District Council does not provide the Warm Homes funding. Funding is provided directly to the installers by Energy Saving Devon. The contractual relationship is between the householder and the installer. East Devon District Council's involvement is directly limited to letting residents know about the scheme and encouraging households to register an interest.
Inclusion in the scheme does not mean a measure will be installed in your home. A decision by Energy Saving Devon to install a measure may depend on:
- Income assessment of the household
- survey carried out by suppliers, or their agents / contractors and installation costs calculated,
- the energy savings that can be achieved for a property,
- whether suppliers have achieved, or are close to achieving, their targets, and
- other commercial and budget considerations.
Residents will be responsible for being satisfied of the quality of the work by the installer. The grant covers the installation only; the servicing; maintenance; repairs and removal of equipment is not covered by the scheme.

Retrofit, is when a property is fitted with energy efficiency or renewable energy measures after it has been built. Retrofitting your home helps to cut down on the amount of energy you use to heat, cool or power your home.
This focus on energy efficiency is why retrofitting differs from renovating a house or making home improvements which are commonly designed to improve a home’s look or functionality.
Why retrofit your home?
Retrofitting your home can help to lower your energy bills, make your home warmer, improve indoor air quality; and reduce your carbon footprint. Britain’s 28 million existing homes are responsible for around 15% of the UK’s carbon emissions, according to the Committee for Climate Change. So join the retrofit movement.
Types of retrofitting
Retrofitting can range from small activities such as fitting energy-efficient light bulbs to installing state of the art heating systems. Retrofitting measures include:
- Insulating roofs
- Insulating walls
- Insulating floors
- Installing double-glazed windows
- Improved ventilation design
- Reducing draughts, primarily around windows and doors
- More efficient heating and hot water systems
- Installing heat pumps or solar panels

Is financial assistance available to me?
Costs can vary depending on the size of your house, its energy efficiency, and how old it is. Just as there is no one-size-fits-all approach to retrofitting, there is no set cost of improvements.

Landlords and minimum energy efficiency standards
For landlords the retrofit of property may increase the overall value and rental income of the home. And helps landlords comply with the laws on minimum efficiency standards in private rented homes. Grants for Landlords
Tenants of private rented properties can apply for grants up to a cap. The landlord will need contribute at least one third towards the cost of the work or a minimum £3500.

Free energy saving advice with ECOE Advice
ECOE Advice work in partnership with East Devon Private Sector Housing and the Financial Support Team to support residents with improving energy efficiency in their homes; reducing fuel bills and carbon emissions.
ECOE Advice is a free energy advice service for East Devon residents. They provide regular drop in and advice surgeries around East Devon; free home visits for those who are eligible and Retrofit Services - ECOE Advice .
Fully trained home energy advisors from ECOE Advice provide:
- Energy saving tips
- Help with changing supplier or tariff and applying for discounts
- Referral for help with benefits and energy debt
- Information about grants availability for insulation and boiler upgrades
- Signing up for priority services register
- Free energy saving measures (e.g. LED light bulbs, draught proofing)
- Retrofit advice
Local Energy Advice Program (LEAP) Home Visits
ECOE Advice has partnered with LEAP, (Local Energy Advice Partnership), a free home visit service for vulnerable residents. Important advice, support and energy saving measures are provided to eligible households.
The criteria for eligibility are deliberately broad to cater for the wide range of issues that contribute to vulnerability and fuel poverty. To be eligible for home visits, only one criteria needs to be met including having a low income; receiving tax credits, housing benefits, income and disability related benefits; have a long term illness (physical or mental) or disability; recent bereavement.
