2. Transparency code datasets

We are committed to the transparency code. Under this code various datasets and other information have to be published.

We are publishing the datasets, in line with the national government guidance, on the national data website - data.gov.uk

As we add more datasets to data.gov.uk, this page will be updated with the links to those datasets.

In addition to the datasets, the transparency code specifies we must publish other information that can be published as documents - these are listed below and are published elsewhere on this website. 

Datasets

Expenditure exceeding £500 - we publish this dataset monthly, with complete financial year's data being published annually. This dataset includes spending using corporate procurement cards.

Grants over £500 - we publish this dataset annually. For more information please see the grants and funding section.

Car Park Places - East Devon have published a simple listing of each Car Park covered by a Car Park Order.  This covers off road parking.

Purchase orders over £5,000  - we publish this dataset monthly.  We will also publish complete financial year's data when we have a full year to report on.

Local authority land - this lists all our non-housing assets.  We are currently involved in a project to improve the data quality of this dataset. For this reason this dataset is updated weekly.

Social Housing Asset Value Is a list of the valuation of the value of social housing stock that is held in our Housing Revenue Account.

This dataset contains valuations as of April 2015 and occupancy as of October 2015.  Future year's data should be from the same time point once data have been migrated to a new system.

The District Valuer applies an Existing Use Value – Social Housing reduction to the freehold  Vacant possession Fair Value of the stock.  % used for 2014/15 accounts was 31%.

Senior Salaries and responsibilities - are to be found in the pay and reward policies and senior staff pay section.

Pay Multiple - the relationship between remuneration of chief officers and the remuneration of other staff is on our pay policy statement for senior officers page.

Trade union facility time - paid time off for union representatives to carry out trade union duties.

Other Reports, Datasets and Registers

In addition to the datasets required by the Transparency Code we have to publish other information.  We will be listing all these here to make it easy to find.

The Council is  required to maintain a public register containing information on all the installations they are responsible for. You can view the East Devon  public register online.

The Council is required to provide information on the income and expenditure of the authority’s parking account. This information can be found in the Council's accounts.

 

This page provides information relating to East Devon District Council’s counter fraud work completed by the Corporate Fraud & Compliance Team, for the 2024/2025 financial year and includes:

  • cases which have been investigated and closed
  • how much the authority has spent on investigation and prosecution of fraud.

Number of occasions where powers under the Prevention of Social Housing Fraud (Power to Require Information) (England) Regulations 2014 or similar powers were used

The powers under the Prevention of Social Housing Fraud (Power to Require Information) (England) Regulations 2014 came into force on 6 April 2014.

  • The Council did not use the powers during 2024-2025.

In relation to Council Tax Support investigations and the Council Tax Reduction Schemes (Detection of Fraud and Enforcement) (England) Regulations 2013.

  • The Council did not use the powers during 2024-2025.

Total number (absolute and full-time equivalent) of employees undertaking investigations and prosecutions of fraud

South West Audit Partnership (SWAP) currently undertake fraud investigations on East Devon District Council’s behalf.

Total number (absolute and full-time equivalent) of professionally accredited counter-fraud specialists:

  • Total employees: 1 (1 officer currently training).

Total amount spent by the authority on the investigation and prosecution of fraud

  • Not known as this forms part of the SWAP contract.

 

Total number of fraud referrals

51 new referrals were received in 2024/25, made up of.

Tenancy Fraud

  • 12 referrals were received.

Council Tax Reduction

  • 25 referrals were received.

Council Tax

  • 13 referrals were received.

Non-Domestic Rates

  • 1 referral was received.

116 cases closed within the 2024-25 year with a financial outcome of £60,884 (£89,073 over 3 years) (will include referrals from previous year). The outcomes include recovered funds, cancelled discounts, and penalties.

Council Tax

Single Person Discount (in conjunction with Capacity Grid)

  • 3198 accounts in receipt of a Single Person Discount (SPD) were reviewed, and the associated work identified 702 cases where the SPD was removed, resulting in £385,195 increase in Council Tax payable from the following:
  • £371,195 – increase in Council Tax payable (over 3 years £1.1m)
  • £14,000 - penalties applied to Council Tax accounts.

This work also resulted in 132 Council Tax Reduction claims being re-assessed which would have created additional savings, however currently these are not recorded.

Business Rates

Small Business Rate Relief review

  • 3060 cases identified, 2133 were reviewed in 2024-25 year resulting in:
  • 12 rating accounts where SBRR was removed (£11,059 increase in rates payable)
  • 120 rating accounts where changes in liability were made
  • 77 rating assessments were removed from the Valuation rating list
  • The remaining 927 cases will be completed in 2025-26 year

Missing or undervalued Business Rateable assessments

  • 48 cases were identified (changes without planning), resulting in a new or increase in rateable value of £1,014,145, which equates to rating income of £770,796 up to 01/04/2025 (Over 3 years £2.3m)

Right to Buy

  • 73 Right to Buy applications were reviewed, 6 were returned for extra information and 3 were recommended for rejection.

Housing Allocations

  • 153 Housing Allocations (for potential new tenants) were reviewed, 7 were returned for extra information.

Devon Home Choice Application reviews

  • 25 Devon Home Choice applications were reviewed (where potential tenants had made an application to the Council to go onto the Housing Waiting List). 2 were returned for further information and 6 were recommended to be rejected, making a saving of £252,000 (£42,000 Government average value per incorrectly allocated house).

Cremations and Burials data 2018/2024

For information on how many Burials an Interment of cremated remains EDDC has carried out in each of its cemeteries each year since 2018 please see below:

EDDC doesn't manage a crematorium and so there is no data to provide for the number of cremations.
